Agenda - Plenary session
1. Approval of facilitators, co-facilitators, and recorders (5 minutes)
This section of the agenda is conducted under the “Motions” section of the Adapted Green Rules.
Motion: To appoint Stuart Hunter and Jordan Bober as facilitators, Maria Rodriguez and Pearson Singbeil Montgomery as co-facilitators, and ___________ as recorders.
2. Approval of Fairness Committee (5 minutes)
This section of the agenda is conducted under the “Motions” section of the Adapted Green Rules.
3. Process explanation and approval of Green Rules (25 minutes)
This section of the agenda is conducted under the “Motions” section of the Adapted Green Rules.
- The facilitator will explain the basic procedure
Motion: To approve the Green Rules of Order Adapted for the Online Special General Meeting on Co-Leadership for use at this meeting.
4. Approval of Agenda (20 minutes)
This section of the agenda is conducted under the “Motions” section of the Adapted Green Rules.
Motion: To approve the agenda as presented/amended.
5. Question A (45 minutes)
This section of the agenda is conducted under the “Questions” section of the Adapted Green Rules.
Question: Is Co-Leadership mandatory or optional, and how are Co-Leaders elected?
6. Question B (30 minutes)
This section of the agenda is conducted under the “Questions” section of the Adapted Green Rules.
Question: How will Co-Leader vacancies be filled, and under what circumstances will a (Co-)Leadership Contest be triggered?
7. Question C (20 minutes)
This section of the agenda is conducted under the “Questions” section of the Adapted Green Rules.
Question: Are there language requirements for Co-Leadership contestants?
8. Question D (15 minutes)
This section of the agenda is conducted under the “Questions” section of the Adapted Green Rules.
Question: Are there gender requirements for Co-Leadership contestants?
9. Question E (10 minutes)
This section of the agenda is conducted under the “Questions” section of the Adapted Green Rules.
Question: How many nominators are required to run for the position of (Co-)Leader?
10. Question F (15 minutes)
This section of the agenda is conducted under the “Questions” section of the Adapted Green Rules.
Question: How many Deputy Leaders can Co-Leaders have?
11. Question G (10 minutes)
This section of the agenda is conducted under the “Questions” section of the Adapted Green Rules.
Question: How will we decide who is filed as “Party Leader” officially with Elections Canada?
Hopefully this step will align with a scheduled break, but after Question G is answered, the SGMOC will finish pasting together the final co-leadership amendment motion and give the meeting some time to consider it.
12. Decision on Final Amendment Text (45 minutes)
This section of the agenda is conducted under the “Motions” section of the Adapted Green Rules.
Motion: To amend the Constitution and Bylaws as follows: [text from options selected in response to Questions A-G will be pasted here]
13. Transition Motion or Committee Motion (45 minutes)
- If the final amendment motion is approved, we will spend:
- 30 minutes selecting one of the transition motions under the “Questions” procedure in Green Rules, and
- 15 minutes making a decision on the selected motion under the “Motions” procedure in Green Rules
- If the final amendment motion is rejected, we will consider a motion to refer the matter of co-leadership to a committee, under the “Motions” procedure in Green Rules.

15. Constitution & Bylaw Proposals carried over from February (20 minutes each)
- Time permitting, address the following proposals that were not dealt with at the February 2024 GM, in this order (percentage is the percentage of Green votes the proposal received in prioritization vote):
- G23-B001 Professionalize Federal Council and the Fund (75.5%)
- G23-B006 Governance Appeal Committee. (67.9%)
- G23-B005 3-year term on Federal Council (67.1%)
- G23-C006 Continuous motion development process for constitution and bylaws (63.4%)
- G23-C007 Membership Benefits (54.3%)
- G23-B008 Creation of a Whistleblowing System (52.9%)
- G23- B003 Political Hub (49%)
16. Adjournment
The meeting has a hard stop of 6pm Eastern Time on both days unless extended by ⅔ vote. If business is not concluded on Saturday by that time, we will resume the meeting on Sunday at 12pm Eastern.
