Proposal
The Green Party of Canada will ensure long-term care (LTC) homes operate under the principles of the Canada Health Act with funding secured in a LTC-specific funding envelope. For-profit LTC homes will be phased out and replaced with municipally-owned facilities.
Objective
To have LTC homes operate under the principles of the Canada Health Act with funding transferred to the provinces under a funding envelope dedicated to LTC. This separate funding vehicle would ensure the monies would be spent on LTC facilities.
Benefit
As reported on CBC, 80% of Covid deaths in Canada have been to residents of LTC homes. To avoid unnecessary deaths and abuses, national standards must be enacted to ensure adequate funding for staffing, PPE and all other needs. Inspection reports must be made public.

The evidence of need is the flood of news stories outlining the demoralizing and inhumane conditions occurring in LTC. It is Canada's shame.

I agree that PO33 is the preferred proposal. And that the key element is National Standards which could be achieved by including in the Canada Health Act. If we don't come to agreement we may lose the opportunity to have a LTC policy which would be another huge gap in our policies. I propose removing PO31 and PO32 and only voting on PO33
