They don't pay tax because of loopholes, an example is setting up a dummy company in a tax haven and having them own a patent you pay to use but you (the original corporation) own the dummy corporation in the tax haven. This "payment can then be claimed as an expense against corporate earnings. Different schemes like that add up to no taxes. Seems that killing the loopholes would be more appropriate, eg: any money transferred to a tax haven country is ineligible to be used as an expense against income instead of a flat % to be paid.
