Transparency in the GPC

- Add bylaw 10.6 When additions or subtractions are made to the membership of council or shadow cabinet, the membership shall be notified within ten days of the change by email.

People are never _forced_ to ignore GPC email. That is what their decision is. It should literally take a minute to send out an email to the membership lists. The framing of the motion as a _burden_ is misplaced. If there is a new council member tat governs my activity and the memberships, I have the right to know in a timely manner and a month later does not cut it.
