Proper handling of Conflict of Interest and Bias in GPC decision-making, activity and other processes

- Add as 10.6. Federal Council shall create a policy or policies regarding the proper handling of Conflict of Interest [COI] and Bias, and the policy and policies shall be applicable to Federal Council, functionaries, staff, the Fund, and General Meetings. The policy should include the definition, identification, and handling of COI and Bias in order to prevent harmful decisions and actions.

- Maintaining a policy for properly handling Conflict of Interest and Bias is a best practice for organizations. It is essential to protect the integrity of the decision-making, activity and processes.
- If your proposal replaces an existing policy or policies, which one does it replace?
- (Following bylaw 10.5 Transparency and Openness) I propose to add: bylaw 10.6. Federal Council shall create a policy or policies regarding the proper handling of Conflict of Interest [COI] and Bias, and the policy and policies shall be applicable to Federal Council, functionaries, staff, the Fund, and General Meetings. The policy should include the definition, identification, and handling of COI and Bias in order to prevent harmful decisions and actions.
- List any supporting evidence for your proposal
- A policy on COI and bias is a necessity for all organisations whose effectiveness depends on integrity and requires trust. COI is covered in the FC Handbook, but just briefly. If GPC decisions, activity and processes are influenced by conflict of interest and / or bias, there is a strong risk of biased decisions, unfair outcomes, unsafe working environment and general loss of integrity of the fundamental principles on which the GPC is built. Conflicts of interest mean people can act against the best interests of the party and against their official duties to the party, by prioritizing their own interests or those of people they care for. Having a properly defined set of criteria with which to identify instances of conflict of interest will help the party protect its governance and decision-making and help make the GPC a fair and safe working environment for all.

- This policy would affect all parts of GPC. I have consulted with other federal councillors about the need for a by-law to ensure that conflicts of interest and bias are properly handled.

96.9% voted in favor of adopting this motion in the post-GM all member (ratification) vote. This motion will be incorporated into the GPC Bylaws
