Bylaw 10 Openness and Transparency
10.6 Federal Councillors will receive annual training on the Transparency and Confidentiality policy.
10.7 Federal Council will submit a report on the GPC's compliance to each operative clause of Bylaw 10 at Annual General Meetings.

Objective / Benefit
Openness and transparency are laudable goals and valuable tools for effective governance, but they often fall down the priority list of any busy organization. Codifying a requirement for training and reporting should help to ensure that progress in these areas will be reported and celebrated by the GPC's membership.

10.6 - The GPC's Transparency and Confidentiality policy was passed in December of 2021, but a training program has yet to be developed. This has led to few communications using appropriate confidentiality marking and handling. This creates risk to Federal Councillors, and to the organization, from possible mishandling of confidential information.
10.7 - Not all of Bylaw 10 appears to have been implemented, so it is hopefully helpful to increase accountability with the membership.

95.2% voted in favor of adopting this motion in the post-GM all member (ratification) vote. This motion will be incorporated into the GPC Bylaws

Why do you feel the trainer needs to be independent of the Party James? I assume that the training curriculum would need to be approved by Federal Council so as long as whomever gives the training follows the curriculum there should be no issue...?
