- Bylaw 6 - Political Hub 6.1 The Political Hub is responsible for the development and ratification of member-approved policy 6.2 The Political Hub is a Unit of the Party, accountable to Federal Council as specified in a Terms of Reference document. The Political Hub ‘Terms of Reference’ document is to be approved by Federal Council bi-annually. 6.3 The Political Hub budget and the number and type of staffing positions is subject to approval and oversight of Federal Council. 6.4 Reporting 6.4.1 The Political Hub shall submit monthly written reports to Federal Council detailing the Political Hub’s completed activities and the strategic priorities that those activities support. 6.5 The Political Hub consists of: 6.5.1 The Leader’s Office 6.5.1.1 The Leader may replace members of the Cabinet or Shadow Cabinet as they see fit. 6.5.1.2 The Leader may appoint two Deputy Leaders. 6.5.1.3 Shadow Cabinet 6.5.1.4 The Shadow Cabinet shall be responsible for the following: 6.5.1.5 creating the election platform in keeping with membership-approved policies 6.5.1.6 ensuring the members of the Party have the ability to influence the policies and platform of the party; 6.5.1.6 establishing written procedures for a grassroots policy development process and publishing these procedures on the public website of the Party; 6.5.1.8 maintaining an up to date compilation of the Party policies on the website of the Party. 6.5.2 Caucus (Elected MP’s) 6.5.3 Volunteers 6.5.3.1 Volunteers recruited by the Executive Director or through a Volunteer Program established by the Central Party may participate in activities, organization, and coordination of the Political Hub.

I am supportive of the spirit of this proposal, but suggest a few revisions.
I agree with Catherine and James; 6.1 needs to be reworked. Proposed revision: The Political Hub is responsible for MANAGING MEMBER-LED development and ratification of policy.
6.2. Comment: The Political Hub's TOR should be produced immediately following an election and should be reviewed annually.
Revised wording: The Political Hub is a Unit of the Party, accountable to Federal Council as specified in a Terms of Reference document. The Political Hub ‘Terms of Reference’ document is to be approved by Federal Council WITHIN 3 MONTHS OF AN ELECTION AND WILL BE REVIEWED BY Federal Council ANNUALLY, BUT NO LATER THAN 31 OF DECEMBER OF EACH YEAR.
6.3 Comment: The budget needs to be provided to Federal Council as part of the annual budget determination process and approved no later than 31 December of each year for the subsequent calendar year. And oversight includes planning and reporting, so I am suggesting moving 6.4 and 6.4.1 into this section.
Suggested revision: 6.3 The Political Hub is subject to the oversight of Federal Council.
6.3.1 A Strategic Plan with clear objectives, tactics and resources needed to deliver on the objectives for the period between elections will be submitted to Federal Council within 3 months following an election
6.3.2. An annual Work Plan will be submitted to Federal Council as part of the GPC annual work planning process no later than 31 December of each year
6.3.3. The budget and number and type of staffing positions will be submitted to Federal Council as part of the GPC annual budget preparation process no later than 31 December of each year.
Suggested revision: move the spirit of 6.4.1 to 6.3.4 : The Political Hub shall submit monthly written reports to Federal Council detailing PROGRESS TOWARDS ACHIEVING the Political Hub’s objectives AND activities AS WELL AS % OF BUDGET DISBURSED no later than the end of each month.
6.3.4. The Political Hub shall submit an Annual Report to Federal Council detailing progress towards the objectives in the Strategic Plan, funds spent, proposed revisions to the Strategic Plan and lessons learned no later than the 31 of December of each year
All of the numbers from here to the end need to be adjusted based on the shifting of 6.4 into 6.3
6.5.1 The Leaders Office. This section needs to be restructured so that the units are clear.
Suggested revision: 6.5.1.1 The Leader may appoint UP TO two Deputy Leaders, USING A MERIT-BASED TRANSPARENT SELECTION PROCESS.
6.5.1.2 The leader may appoint or replace members of the Cabinet or Shadow Cabinet as REQUIRED, USING A MERIT-BASED TRANSPARENT SELECTION PROCESS. Shadow Cabinet will be responsible for the following:
6.5.1.2.1 creating the election platform ... [the rest is ok, just need to be renumbered)
6.5.1.2.4 maintaining an up to date compilation of the Party policies on the PARTY's website
