National Capital Region Transportation Policy.

Be it resolved that the Green Party of Canada recognizes that the national capital region is unique in spanning two provinces and lacks overall transportation coordination.
- The GPC will argue for the creation of a single cross-border infrastructure agency including federal, provincial, and municipal representation, to integrate and optimize the public road, bridge, and transit systems of both provinces in the service of the national capital region.

Objective / Benefit
As residents of Gatineau and of Ottawa, we are well aware of the chaos on the road and bridge systems that span the Ottawa River. There is a lack of coordination in the planning and management of all transport systems, road, bridge, public transit, train and bus, at all governmental levels, municipal, provincial and federal.
This policy proposes to extend the powers of the National Capital Commission that already has a limited brief with respect to infrastructure in the National Capital region, to provide integrated transportation management and services across the region.

This is new policy. No existing policy addresses the powers of the NCC.

Does this proposal affect any particular group and what efforts have been made to consult with the group or groups?
There is considerable overlap in the jurisdiction for road and transportation systems between cities and provinces. Added to that confusion in the nation’s capital, the federal government has a strong interest in regional travel for its employees and operations. The existence of the NCC is evidence of the need for an integrating, cross-border, and cross-river standing commission.

Richard,
I suspect you do not live in the national capital region. If you did you would be aware of the daily gridlock morning and afternoon on the roads across the river between Gatineau and Ottawa. This stems not just from a lack of bridges, but from the total lack of coordination in transportation planning between the two provinces and the federal government.
Right, not a particularly green issue, though with significant environmental implications and costs.
