The Green Party of Canada supports proportional representation and electoral reform, therefore the Green Party of Canada will implement a Single Member Party Proportional voting system in conjunction with other Green Party of Canada approved proportional representation systems for consideration by a Citizens Assembly on Proportional Representation.

Our EDA was part of a group that came up with this proposal, because the current systems are often a little too complex to be accepted by the general public. What we are trying to do is to simplify the current PR systems so that we can get the idea of PR accepted generally. We fully expect that SMPP might only be used for one or two elections, and then a Citizens Assembly might move onto a more advanced system once everyone sees that PR is a lot more democratic than our current FPTP system. We think that a Citizens Assembly should consider as many options as possible. We are in no way suggesting that we abandon any other system; that is for a Citizens Assembly to decide. We feel that SMPP should be added to a list of PR proposals that the Green Party could present to a Citizens Assembly. Having one Party decide what system we are going to use is not exactly democratic, and we should not be haggling over which system is best. SMPP should just be another option to present, and let the chips fall where they may. Whatever PR system is chosen by a Citizens Assembly, it will probably need adjusting as time goes by, as people get used to it. A Citizens Assembly may need to be around for a while; that entirely depends on them getting a working consensus.
The important thing is that the Green Party already accepts PR as a policy, and we don't think that we necessarily need to be getting behind a single version at this point.
