Nuclear Power: Cease Blanket Opposition
Preamble
Nuclear power is one of the lowest-carbon sources of electricity, as recognized by IPCC and United Nations ECE. A majority of Canadians support using nuclear energy to generate electricity.

Green Party of Canada WILL CEASE BLANKET-OPPOSITION TO NUCLEAR POWER AS A SOURCE OF LOW-CARBON ELECTRICITY PRODUCTION.

Objective / Benefit
This resolution is intended to withdraw existing GPC policies which oppose Canada's use of nuclear technologies for non-military purposes. GPC policies which impede nuclear by calling for "renewable" energy shall be updated to replace "renewable" with "clean".

United Nations Economic Commission for Europe issued a report comparing not just lifecycle carbon emissions for various electricity sources, but overall impact on the environment and human health. Average solar LCOE increases for first time this year
A new report by Lazard compares the levelized cost of energy (LCOE) for various generation technologies on a $/MWh basis. Utility-scale solar and onshore wind LCOE increased for the first time in 2023, at $24/MWh to $96/MWh for solar
From $24/MWh to $75 MWh for wind.
The rise comes from increasing energy and materials costs and rising interest rates. Few think these will get better. Most think they will get worse.
David, if this is the report you are referring to https://www.lazard.com/media/2ozoovyg/lazards-lcoeplus-april-2023.pdf then all I can say is wow. In almost every comparison renewables come out ahead of nuclear. Look at the capital cost LCOE for nuclear $13,923 compared to $1400 for utility scale PV. Is there any wonder why private grid operators in the US are building Solar and Wind instead of Nuclear.
Yes, that is the report. The most important point here is to look at where Lazard's team gets their costs for nuclear:
"Given the limited public and/or observable data set available for new-build nuclear projects a.... (results are based on then-estimated costs of the Vogtle Plant and are U.S.-focused)." footnote 3
Voigtle was a first-of-a-kind plant, not what you want to use for costing future plants. The contracting was screwed up and the plans were not fully drawn when construction began. The workforce was untrained, suppliers had no experience. There is a horrifying story about the contractor having to tear up millions of dollars of concrete because it was 1/8 inch off-spec in a place where it didn't matter - Tearing up the concrete made more sense than going to the regulator for the revision. Any revision had to go to the regulator and that could take from 2 to 10 months.
Lazard reported costs that would seem relevant to a US utility that was very risk-averse and had only one recent project to use as an example. That makes sense, but it is not the cost of nuclear power.
There are other problems with the estimate and even the methodology, but the main lesson is that Lazard's cost of nuclear are overstated by a factor of at least two and probably more.
There is also the problem that the companies that built some of the low-cost renewables have gone bankrupt, and others have asked for additional subsidies - suggesting that his costs for renewables are underestimates. This is a story that is unfolding now, and we will have to see how the relative costs turn out.
